Your 48-hour pack should be a full-sized external or internel frame pack (approximately 4,000(+) cubic inch size range) with a sturdy bag and hip strap. The items that make up your 48-hour pack are as follows:
Clothing to be worn:
Lug soled boots (leather or waterproof synthetic uppers)
Wool or synthetic boot socks
Wool or fleece pants
Wool or fleece shirt
Clothing to be worn or carried in pack:
One extra set of season-appropriate clothing
Stocking cap
Gloves or mittens (wool or fleece)
Leather Gloves
RAIN GEAR (not cheap plastic)
Jacket or coat
Gaiters (recommended)
Shelter or sleeping gear:
Plastic or nylon tarp (10'x12')
Ground cloth (5'x7' tarp)

8-Heavy aluminum tent stakes & cord for tarp set-up

Your 24-hour pack is a daypack and is carried during a single day search operation. It is primarily a daypack but must contain emergency bivouac capability. It must contain ALL the items in your 48-hour pack EXCEPT:
Sleeping bag

Ground Cloth or Tarp
Extra clothing
Extra fuel
PACK ALL ITEMS IN PLASTIC BAGS!!! HEAVY DUTY GARBAGE SACKS OR ZIPLOCK BAGS WORK GREAT.
